Bylaw Proposal Overview

In 2023, the Executive Board voted to create an ad-hoc committee with the task to examine the role of the Representative to the Executive Board (formerly Delegate to the NACAC Assembly) within the board, along with the board’s structure overall, and make recommendations for any changes to the current board structure.

Over the last year, the committee has been researching, collaborating, and working on a proposal for an amended board structure. This proposal was presented to the Executive Board at the 2024 NACAC Conference in Los Angeles this September. Passed by the Executive Board, an announcement was made at the Annual General Meeting at NACAC that this proposal will be presented to the membership for discussion and a vote in the first half of 2025.

In 2022, NACAC dissolved the NACAC Assembly, in response to the Consent Decree handed down by the US Department of Justice. In the absence of an Assembly, the twenty-three state and regional affiliates were tasked with ‘repurposing’ the positions of Delegates to the NACAC Assembly by late 2023.  For many affiliates, this meant considering how their Board structures would need to change.

In anticipation of the bylaws vote in July 2023, the International ACAC Executive Board passed a motion for the creation of an ad-hoc committee, to ensure a thoughtful, long-term approach to the role of the Representatives to the Executive Board.


Method

The work of the Ad Hoc Committee on Board Restructuring began in September 2023 and the committee moved through the following phases. Research, Preliminary Proposals, and Synthesized Proposals. 

Conversations and discussions to discuss the best proposal and the final proposal were presented to the Executive Board in September 2024 and were passed by the Executive Board.

Town Hall Meetings

Town Hall Meetings will be scheduled in November, December, and January. These will serve the purpose of discussion and feedback with members of the Committee, Executive Board, Presidential Team, and full membership. Town Halls will be held live and recorded for those who are unable to attend.
